en virtud de que esta organización resolvió realizar un informe sobre
el mercado de las empresas de servicios energéticos en los países no-europeos en 2013. En
nuestro caso aportamos sobre Argentina, exclusivamente. Agradecemos a la Comisión Europea

Los países de las Américas
que fueron incluídos en el reporte de esta primera edición son: Canadá, EEUU, Méjico,
Brasil, Colombia, Chile, Uruguay y Argentina. Además figuran países de Asia,
Africa, Oceanía y Medio Oriente.
Conclusiones finales para Sud América
In South America the
ESCO market development has been promoted by the International Financial
Institutions and Donor Organization as: Global Environmental Facility (GEF),
World Bank, InterAmerican Development Bank (IDB) and the Multilateral
Investment Fund (FOMIN). The growth of the ESCO market has been high in Brazil
and Chile ,
medium in Uruguay
and Colombia
and still very low in Argentina
and other countries. The ESCO market in Brazil
has a very high potential compared to other neighbouring countries. However,
there is still lack of knowledge about this potential in energy efficiency by
the potential clients. The policy of subsided by the state energy prices is one
of the main barriers that constrain faster development of ESCO market and has
had a dampening effect on energy efficiency investments. In Uruguay
the volume of the realized Energy efficiency projects as well as the number of
ESCOs increased from 0 to 20
in the period from 2005 to 2012 as a result of the
implementation of the “Energy Efficiency Project”. One of the first initiatives
promoting the ESCO market in Chile has
been undertaken thanks to the support of the Inter-American Development Bank
(IDB) and the Multilateral Investment Fund (FOMIN) under the "Promotion of
Clean Energy Market Opportunities" (PCEMO) project. However, a similar
project has been not so successfully implemented in Argentina ,
due to the economic crisis and high inflation rate.
In Chile , one of the Countries with a quite well
developed ESCO market in South America , a
direct subsidy to finance energy efficiency consulting services was created by
the "Programa País Eficiencia Energética" (PPEE) and the Productive
Development Agency of Chile (CORFO)
in 2006. In
2008, CORFO launched also an energy efficiency credit line to finance
investments up to USD 1 million for enterprises optimizing their energy use261.
In January 2013, the Energy Ministry and CORFO have launched a call for renewable
energy projects implemented under the ESCO model.
